2023 – 2024 Seasonal measures for Brown Marmorated Stink Bug (BMSB)
For the 2023 – 2024 BMSB risk season, BMSB seasonal measures will apply to targeted goods manufactured and shipped from target risk countries, that have been shipped between 1 September 2023 and 30 April 2024 (inclusive), and to vessels that berth, load, or tranship from target risk countries within the same period. If the container is from Italy, it must be treated offshore regardless of commodity unless it meets the ‘sensitive cargo’ exemption listed below.
Sensitive Cargo List:
- Agricultural compounds and veterinary medicines
- Food for human consumption (including beverages)
- Fresh produce
- Food grade packaging material (such as thermal plastic film)
- Frozen food products
- Live animals
- Leather goods (apparel and furniture)
- Pet food
- Pharmaceutical products
- Polyurethane foam products bales
Note: The shipped onboard date, as indicated on the Ocean Bill of lading, is the date used to determine when goods have been shipped. “Gate in” dates and times will not be accepted to determine when goods are shipped. There is one exception to this rule: BMSB management is not required if target vehicles, machinery, and parts are loaded into a fully enclosed container which is sealed before 1 September and then exported before 1 October of the same year.
To use this exception, you will need to provide evidence of container sealing in the form of the seal number and a datestamped photo. More details are in the import health standard.

BMSB management measures apply if you’re importing target vehicles, machinery, or parts from the countries listed in
schedule 3 of the import health standard.

Some new types of vehicles, machinery and parts are excluded from BMSB management requirements (treatment or system management) providing they are stored indoors and exported in a fully enclosed container and a signed manufacturer’s declaration is submitted before arrival. We have attached the forms as a reference.
Exclusions will apply to the following commodities unless exported from Italy:
- New Machinery (non drivable kind)
- New Jet skis and Sea Scooters
- New Tyres
- New Vehicle and Machinery Parts
- New Smaller Vehicles Types (including all-terrain vehicles (ATV), motorcycles, golf carts, go-karts, scooters, side by side (SxS) racers/vehicles, snow mobiles, quad bikes and tricycles).
